I don't have an opinion, and I'm not that invested in WR, which means my opinion shouldn't matter anyhow. Anyone active on ED.ch should have been screened out of WR registration to begin with. At the same time, there are a few WR members who are not active on ED.ch, but who exhibit the same sort of mentality. That is to say, they live for the Lulz, which is defined as laughter at the expense of others.
If you ban Suarez outright, he might secretly ask his ED.ch friends to DDoS WR. Yes, that would technically involve him in a criminal conspiracy, which is why he would do it secretly. He probably wouldn't even have to ask, but merely drop some vague hints. Even if you could trace it to him, the FBI's internal guidelines require that the DDoS result in at least $5000 damage before they will bother to investigate.
It wouldn't take much to bring down WR with a DDoS. WR's hosting provider would no doubt terminate the account rather quickly in order to protect their other paying customers.
The problem is that the Internet is broken. As Eric Schmidt of Google noted, the Internet is the largest experiment in anarchy in human history. He also called it a "cesspool."
Suarez is merely a symptom.
